Veteran PH Customs officers now book authors

POOLING their expertise and experience together as respected and recognized Philippine customs officers, three Bureau of Customs lawyers had authored a book that is seen to be a future guide and authoritative reference on customs seizure and forfeiture proceedings.

In a simple ‘book launching ceremony’ at the Port of NAIA hosted by district collector Carmelita ‘Mimel’ Talusan last July 19, 2021 with Comm. Rey Leonardo Guerrero as special guest, Atty. Ma. Lourdes ‘Des’ Villamor Mangaoang, Atty. Marlon Miranda Agaceta and, Atty. Tristan Armando III Ferry Langcay, were pleased to introduce their authored book, ‘Compendium on Customs Seizure and Forfeiture Proceedings.’

Mangaong is presently the Deputy Collector for Passenger Service at the NAIA and formerly the Assistant Project Manager of the Project Management Office (PMO) of the BOC and a member of its Review Committee.

Agaceta is currently the head of the NAIA’s Law Division and chair of the CAO (Customs Administrative Order) Drafting Team on customs seizure and forfeiture proceedings; Langcay, for his part, is the chief of the NAIA Departure Operations Division and also a member of the CAO Drafting Team under Agaceta.

The hardbound copies of the Compendium on Customs Seizure and Forfeiture Proceedings. The book was an instant hit with the first batch selling like “pancakes” (photo credit: BOC-PIAD).

The ‘Compendium’ is a book of reference intended for all those who aspire to fully grasp and understand pertinent provisions of the Customs Modernization and Tariff Act (RA 10863); the Tariff and Customs Code of the Philippines (TCCP) and the creation and operation of the Court of Tax Appeals.

The book is also a good and reliable reference as regards the Revised Rules of the Court of Tax Appeals; Customs Administrative Orders (CAOs); Customs Memorandum Orders (CMOs); and allied laws, rules and regulations, including Supreme Court and Court of Tax Appeals’ pronouncements and decisions involving customs seizure and forfeiture proceedings and appeals processes.

In her brief remark, Talusan said the Port of NAIA is proud that the book’s authors are all officials of the port and its launching was in line with the ‘10 Point Priority Programs’ that Guerrero laid down when he became customs commissioner 3 years ago.

In her social media post last July 19 and July 22, 2021, Mangaoang was also pleased to announce that the book’s publisher, ‘Central Books,’ had already informed her the book is a “blockbuster” with its copies selling like “pancakes.”

“The book has been declared a blockbuster by the publisher. The first batch of printed copies sold out on the first day it went into the market.

“This is the first time in the history of BOC that career Customs officials authored a book on Customs procedures.

“Some cases cited in the book which were decided by the Supreme Court were handled by me and some of the cited cases decided by the Court of Appeals were handled by my co-authors Atty Agaceta and Atty Langcay,” Mangaoang said in her posts.
