COMMISSIONER RUBIO CITED AS AMONG ASIA’S TOP LEADERS

BUREAU of Customs Commissioner Bienvenido Rubio has been feted as among Asia’s top leaders and as ‘Man of the Year’ in the field of public service during the Asia Leaders’ Awards last November 28 for his “exceptional leadership and unwavering commitment to public service.”

The recognition came in the heels of Rubio also being feted as ‘Outstanding Public Servant’ during the ‘Gawad Pilipino’ awarding ceremony last November 19.

The Asia Leaders’ award also cited the customs chief for his “transformative initiatives that have propelled the BOC to new heights of efficiency and fiscal success.”

In particular, the panel of judges noted the success of Rubio’s ‘5-Point Priority Programs’ for the agency, underscored by the 96.99 percent ‘digitalization’ of customs processes that positively impacted on the agency’s operational efficiency and transparency.

Under his leadership, the BOC achieved a historic revenue collection of P883.624 billion, demonstrating the agency’s dedication to fiscal responsibility and technological advancement.

“Commissioner Rubio’s tenure also saw significant strides in trade facilitation, marked by strategic agreements, strengthened regional partnerships, and impactful international engagements,” a BOC statement emphasized.

“These initiatives have enhanced the Philippines’ global trade competitiveness and positioned the BOC as a forward-thinking institution,” it added.

The ASIA Leaders Awards, one of the region’s largest recognition platforms, celebrates exemplary leadership and world-class achievements.

Attended by business tycoons and diplomatic leaders, the event fosters unity and collaboration across nations and industries.

Rubio, for his part, said he is dedicating the latest recognition to the men and women of the bureau, stating:

“This recognition is not mine alone. It belongs to the men and women of the Bureau of Customs—the backbone of our institution.

“It is their collective commitment to public service that brings honor to our agency, and I humbly accept this award on their behalf.”
