Jalandoni leads fresh list of PH terrorists

ATC releases names of 11 ‘new’ terrorist leaders
THE Philippines’ Anti-Terrorism Council (ATC) has released the country’s latest list of 11 terrorist personalities belonging to the Communist Party of the Philippines (CPP), the Abu Sayyaf Group (ASG) and the Daulah/Dawlah Islamiya (DI), with the list headed by former Catholic priest and CPP Central Committee member and ‘peace negotiator,’ Luis Jalandoni

In a public announcement, the ATC said it issued two resolutions last May 25, 2022, “based on verified and validated information obtained and consolidated” by the National Intelligence Committee and subsequently forwarded to the ATC, the government has established “probable cause” to warrant their inclusion in the country’s list of terrorists “for committing, conspiring, planning, preparing for the commission of terrorism and recruitment to and membership in, and providing material support to terrorist organizations or groups organized for the purpose of engaging in terrorism.”

The CPP and its armed wing, the New People’s Army (NPA), has been designated by the ATC as terrorist groups thru Resolution No. 12, series of December 9, 2020.

On the other hand, the National Democratic Front (NDF/NDFP) that Jalandoni previously chaired, along with the CPP’s 16 underground organizations being supervised by the NDF, were all declared terrorist organizations under Resolution 21, dated June 23, 2021 and Resolution 28, dated January 26, 2022, respectively (see also Pinoy Exposé, July 26, 2021 and February 28, 2022).

Although Jalandoni, who goes by the aliases, ‘Louie,’ ‘Rosendo,’ ‘Bernie,’ among others, purportedly “retired” in 2016 from serving the terrorist cause of the CPP-NPA-NDF of bringing down by armed force the Philippine government, NIC records show him as a member of the CPP Central Committee.

Jalandoni is also the former “chair” of the NDF and as the founder of the Christian for National Liberation (CNL), which is task to radicalize the clergy and other religious groups and institutions in the Philippines into supporting the CPP’s armed struggle.

As NDF chair, Jalandoni headed the CPP panel in its bogus “peace negotiations” with the Philippine government.

Joining Jalandoni under Resolution 31 of communist terrorist personalities are: Simon Naugsan Sr., aka, Filiw, Wayat, Nasser, Yasser, Arop and Bernie, CPP member and spokesperson of the Cordillera People’s Democratic Front (CPDF); Afrecia/Apricia Alvarez/Alvarez Rosete, aka, Bambam, Jamjam, Bambi, Isay and Tengteng, among others, Secretary, Western Mindanao Regional Party Committee (WMRPC-CPP);

Maria Luis Purcray, aka, ‘Byul,’ ‘Nanul,’ ‘Meriam,’ ‘Awri,’ ‘Miriam,’ ‘Rodora Guevarra,’ among others, Secretary, Ilocos-Cordillera Regional Committee, CPP; Maria Gigi Ascaño-Tenebroso, aka, ‘Gigi,’ ‘Jiji,’ member, KAGUMA (Katipunan ng Gurong Makabayan) and finance officer of the Southern Mindanao Regional Committee, CPP-NPA; and,

Walter Alipio de Asis Cerbito, aka, ‘Wati,’ member, CNL.

By virtue of Resolution 32 on the other hand, officially declared as terrorists in the ranks of Muslim extremists from the ASG/DI are the following subleaders: Basaron Arok/Basarun Aruk, aka, ‘Abdulbasser,’ ‘Abdulkadir,’ ‘Arkam,’ ‘Bas, ‘Bossing;’ Ellam Sajirin/Ellam Nasirin/Ellam Nasarin/Illam Nasirin, aka, Ellam/Illiam; Majid Said/Majid Said, aka, ‘Amah Pattit,’ ‘Padin Padul,’ ‘Pading,’ ‘Amah Sah;’

Murah Asgali Kayawan, aka, ‘Salip Mura Asgali,’ ‘Salip Mura,’ ‘Salip Murah,’ ‘Maas;’ and, Tawakkal Bayali/Tawakal Bayali/Tawakkal Abugaw Bayali/Tawwakal Bayali, aka, ‘Abu Tawakkal,’ ‘Jaber.’

Aside from their being placed in the country’s lengthening terrorist list, all financial assets identified with them are now subject to the investigation and freeze order of the Anti-Money Laundering Council, by virtue of RA 10168 or the Terrorism Financing Prevention and Suppression Act (TFPSA).
