THE Bureau of Customs (BOC) is warning the public and its stakeholders of a fake memorandum purportedly signed by Commissioner Bienvenido Rubio directing all new importers to put a “mandatory cash bond requirement” before they can transact with the agency.
In a statement on January 7, the agency said the fake memo, dated November 21, 2024, “is a dire attempt to mislead the public and undermine the integrity of the BOC’s operations, not mention (that it is a) concomitant swindling scheme against gullible and unsuspecting transacting stakeholders.”
“The information and regulations contained in the document are entirely baseless and do not reflect the policies or practices of the agency,” the statement stressed.
The BOC said it is now conducting a “thorough investigation” into the matter in order to identify individuals or groups behind the issuance of the fake regulation.
“Legal action will certainly be pursued to the fullest extent against those found responsible for this fraudulent activity,” the agency added.
