‘Jagger’ reshuffles 6 key BOC posts
NAIA district collector still not affected, however
A MAJOR reshuffle of six key collection districts of the Bureau of Customs (BOC) was approved by Department of Finance secretary, Carlos Dominguez last July 2, 2020, on the recommendation of Comm. Rey Leonardo ‘Jagger’ Guerrero.
Under Customs Personnel Order (CPO) B-58-2020, affected by the reshuffle expected to take effect this coming week are the following:
Collector Romalino Valdez, Port of Batangas, who would be exchanging places with Port of San Fernando collector, Atty. Rhea Gregorio;
Atty. Guillermo Pedro ‘Jay’ Francia, district collector, Manila International Container Port (MICP), would take his old post as collector, Port of Limay;
Romeo Allan Rosales, presently detailed at the office of Deputy Commissioner for Intelligence (DCI) Raniel Ramiro, is the new district collector, MICP;
Michael Angelo DC Vargas, Port of Limay acting district collector, is the new acting district collector, Port of Manila (POM); and,
POM acting district collector Arsenia Ilagan, is the new collector, Port of Legazpi.
As a matter of policy, Guerrero proved “more lenient” in not immediately transferring district collectors who failed to consistently meet their revenue target as compared to his immediate predecessor.
This policy, observers said, is especially true in the case of NAIA district collector, Carmelita ‘Mimel’ Talusan, who remains untouched by all the reshuffles despite her being unable to meet her district’s assigned collection target.
Of the BOC’s 17 collection districts, the Port of San Fernando and the Port of Legaspi are among the 11 collection districts which contributed to the bureau surpassing its collection target for the month of June.
The BOC collected P42.539 billion for the month, compared to its target of P40.739 billion.
