BUREAU of Customs commissioner Yogi Filemon Ruiz, continues to give a break to low-ranking employees, this time appointing a ‘Salary Grade 10’ customs intelligence agent as the new head of the BOC X-ray Inspection Project (BOC-XIP).
Under Customs Personnel Order (CPO) B-91-2022 dated August 1, 2022, Ruiz appointed John Adam Mose, Special Agent II, Salary Grade 10, as the acting head of the XIP, one of the most critical and sensitive positions in the BOC whose scope of operation covers the entire country as the agency’s main national support unit.
Mose, to his credit, is already the XIP Luzon Area supervisor, a task that he would continue to perform on top his leading the entire XIP, according to Ruiz.
The XIP is under the supervision of the Intelligence Group whose appointed head, Philippine Coast Guard Captain Jimmy Oliver Vingno, is yet to assume the post vacated by deputy commissioner Raniel Ramiro, a retired Philippine Army general.
The current XIP programs and ongoing modernization the other hand, has been designed and being implemented with the assistance of foreign organizations like the World Bank.
Prior to his phenomenal rise to the top of the XIP, Mose succeeded to the post, two distinguished military officials, retired Philippine Navy admiral, Ernesto Enriquez who, in turn, was succeeded by former Armed Forces Central Visayas area commander, retired Philippine Army Lt. General Roberto Ancan.
The two were brought into the agency for their prestige and long management experience by Ruiz’s predecessor, Commissioner Rey Leonardo Guerrero who is himself a former Armed Forces chief of staff.
Ancan is now the Senate Sgt.-At-Arms.
The promotion of Mose follows the promotion by Ruiz last July 26, 2022, of an SG 18 plantilla holder, Atty. Antonio Beado Jr., an ‘Attorney II’ at the Enforcement and Security Service (ESS/Custos Police), to be his chief of staff (see also, Pinoy Exposé, August 2, 2022).
Salary Grade 10 is considered as among the ‘entry level’ positions at the BOC with no supervisory experience while an Attorney II is the lowest position among the lawyers at the agency.
Beado, sources said, had tried to secure a promotion to ‘Attorney IV’ but unfortunately flunked the examination.
The promotion of Beado and Mose appears to be in line with Ruiz’s policy statement on his assumption last July 25, 2022, of “increasing” the morale of employees.
